To gather input on amendments related to Inclusionary Zoning in the City’s Official Plan and Zoning, the Planning and Housing Committee originally planned to hold a public meeting on December 3, 2025. This meeting has been cancelled, but read on for some background.
Inclusionary zoning is a land-use planning tool that allows municipalities to require new residential development to include affordable housing, creating mixed-income housing. The City adopted an Inclusionary Zoning policy and implementing bylaw in 2021, which required 5-10 percent of a development to be affordable housing for 99 years. The proposed amendments will align with Provincial regulations, and cap affordable housing at 5% for 25 years. The amendments will clarify financial incentives, parking issues, and transition matters, and will extend Inclusionary Zoning to areas under former municipal bylaws.
The recommended amendments were developed to align Toronto’s Inclusionary Zoning policy with recent changes to Provincial requirements, support the delivery of purpose-built rental housing and support a comprehensive approach to ensure Inclusionary Zoning requirements are consistently applied across lands subject to bylaw 569-2013 and lands subject to former bylaws.
